Report of Sub Asst Com'r for the county of Grimes, and State of Texas, For the month of February AD 1866.

Dear Sir
Allow me to say that I have on hand nearly one hundred Contracts, entered into by citizens with the Freedmen of this county Some of which embrace a large number of Freedmen in the same contract, But the citizens who have thus made contract, have thus far been made to procure Revenue Stamps, But arrangements have been made to procure them soon. All the parties of both colors desire to have stamps placed on said contracts. I therefore respectfully ask your indulgence, permiting me to retain said contracts for a short time untill stamps can be procured &c It affords me pleasure to state that generally the Freedmen are performing these Labour with a degree of determination, and cheerfulness, that meets the entire approbation of the planters, and the prospect so far compares favorably with former seasons for an abundant crop. I would most respectfully beg leave to Suggest that if you should deem it consistent to issue an order prohibiting the Sale of intoxicating Liquors to Freedmen it would accomplish more good for the human family, than any former order issued.
