My time is constantly employed in the office and I would respectfully suggest that you make application for the detail of Lieut John, S. Mansur 36th USC Troops and assign him to this office as Actg Asst Adjt Genl.  

I was in hopes to have an officer assigned here out of the number whose names I proposed  I cannot get any from the troops here.  Genl  Canby has relieved all officers here except those serving with troops, and my application for one has been returned "Disapproved".

I would straighten some matters in the neighborhood if I only had some good officer to send out, but as it is, I am compelled to let them
