as for minor orphan children I have not approved any indentures for a longer period than one year, waiting further instructions from the Asst. Commr, of the State.
[[left margin]] Vagrant Law [[/left margin]]
The vagrant Law is cheerfully and willingly carried out to its fullest extent by the Officers of the Civil Law; in their blind malignity and hatred for their late servants, the humble instrument in the hands of a more powerful agent, they are over-zealous in carrying out its provisions, and depriving the community of many work hands whose services might be turned to account.

As daily complaints are made at this office by the Freedpeople residents of Polk Co, and having really more than I can attend to in this adjoining counties, I would respectfully suggest that the Agent in Polk Co. now stationed in Moscow (in the upper and north-east border of the County) be ordered to make his head-Qrs. at Livingston, the centre and county seat of Polk,
