To the planters of Walker, Polk, Madison, Montgomery, Houston and Trinity Counties, 
On and after this date all permits to ship cotton from any of the above named Counties, must be signed by the Agent at this point.
Permits to ship cotton which have been issued up to this date, are declared null and void, cotton still on hand will require a new permit from these Head-Qrs, which will be given, in new form, upon application.
Cotton sent from any of the above counties without the new permit, will be stopped, no matter where it may be, or into whose hands it may have fallen, regardless of sales or consignments.
Permits will also be granted to ship Freedmens cotton.
