would be small. These people are at present unable to build or but as they have but little money. The worm last year destroying what would otherwise been a most abundant crop. The white citizens use very adverse to having a shool [school] here as they are opposed to any system or object which has in view the improvement and advancement of the Freed people. The white citizens have quite a passion for stealing children from their parents. A number or cases have been reported to me in four of which I have returned the children, in several other cases I have notified the parties to do the same which they have refused to do, as this is a very large county, houses few and far between no cavalry at my command. They still remain in status quo. None of the late laws referred to in Circular letter are in operation in this country. The Freedpeople of this county have been working for a portion of the crop and will do so this year none but the more indolent and useless working for wages. A Capt and five privates of the 38th US infantry are on duty here.  Their presence being absolutely necessary. Without them the Freedpeople would not be secure in their rights granted by the Civil Rights.
