My official business during the last month was (with exception of making settlements the same as every other month. There being but little difference. Principally correcting of claims for unpaid services, retention of children, &c. When ch'ges are made against the Whites, I order the parties before me investigate the case thoroughly & render my decision. If wages are due Freed people I order them paid at the time. if it does not happen to be convenient I grant a brief time to get the money. When parties are required at my Office to answer ch'ges I send them a courteous polite note requesting them to call at my Office &c  If they do not heed it I send a file of soldiers & arrest them. This is simple cases. In a case of assault or brutality, I at once bring my power into play.

My Office hours during last month were from eight AM to 9 nine P.M.  I have been absent only some seven or eight days in all making settlements

There are no troops with me. I stand greatly in need of them, & were it not for the awe which the people entertain for the power of the "Bureau" there would be hard times for the Freed people
