disposition to do them justice and in fact treat them kindly.

Some Contracts were made & approved by Dr. J. O. Shelby, the first of last year which to me, seemingly have resulted to the prejudice of the freedmen, such contracts it has been impossible for me to alter or annul, but have seduously attempted to have such settlements made since the Crop has been perfected that I deem fair & just, I have to a great extent profited by the errors made for the last year, and have used every exertive in my power to see that the
new contracts secure to the freedmen justice, and guarantee them in all their rights and privileges.

As to freedmen themselves I am forced to the opinion that they have been wrongly instructed, I have instructed them at all times, in strict accordance with the orders emanating from Bureau Head Quarters.

There seems to be but little feeling relative to Education, and I fear that the more will not be successful unless an Agent be sent for the express
