I have been so busy for the past thirty days that [[underlined]] all [[/underlined]] of my time has been devoted to my Office duties.

I have not been absent from my Office during the month, and only once since accepting this position, at which time I received permission from 
Department Head Quarters Galveston.

There are no troops stationed stationed at this place, but would request that a Company of [[underlined]] Mounted [[/underlined]] men be ordered here at least until the rush of business is over. My time is so much occupied in the Office
examining and approving contracts, settling with freedmen for past services etc, etc, that I cannot keep posted as to the shipments of Cotton in which the freedmen are interested, parties to avoid my interference have it in their power to haul Cotton to landings above & below this point to be carried to Galveston, in such instances the settlements between the employer of freedmen would not undergo my supervision, which I necessary to insure [[ensure]] justice.
