As all contracts made this year have been thoroughly examined by myself before approval, I am confident that everything will work harmonious, and therefore cannot see the necessity of retaining troops here only for a few months, however I can notify you from time to time. 

Relative to the laws paper by the last Sequilatyre in reference to the Freedmen, I can only say this that their application would not benefit the Freedmen, as they do not embody the principles of the "Civil Rights Bill," and not calculated to guarantee or secure them in their rights and privileges, and by strictly adhering to the same would work injustice. The Local Vagrant Act, as in opperation under the Corporation of this place, is right approach calculated to benefit white and black and at all times. I attempt to carry it into effect.
