are laboring for a share of the Crop, although [from experience] I have tried to induce them to work for monthly wages, those who have contracted for monthly wages, have done so at a
fair rate, and are satisfied they will succeed better.

At this time I am laboring under several difficulties. First the duties of my Office are so laborious that I am forced to ask assistance. Second, my predecessors tutoring to the Freedmen
have caused me much trouble, this is of daily occurrence and it requires all of my patience and considerable time to instruct them what is actually expected of them & what they must do. Third I need troops to watch the shipments of Cotton & other produce, until settlements are made for the past year.

I trust this Report will meet with your approval, as I have attempted to state concisely the facts, together with my views in answer to the Circular letter received.
