Soldiers of the 7th U.S.C.I. "Murder' not given up by the Military authorities, and now mustered out.  23 freedmen were also indicted for Riot, under the following Circumstances:  Martin Cromwell (freedm. was shot & killed by Alex. Cromwell jr; last June.  the freedmen in that vicinity surrounded the house of Cromwell, with such arms, as they could manage to get; to prevent his escape, whilst 2 others rode here, to report the murder to me.  Cromwell escaped, but those freedmen are now indicted for Riot.  I will not allow any actions in those cases, unless otherwise instructed.

Until Decbr. 1st, 1866, I have settled most of the minor suits, in which freedmen were, parties; this was not done however, because I apprehended, injustice to the freedmen; but to save hour costs;  The only cases of maltreatment, reported to me now, are in regard to orphan children, of which I will speak below.

The disposition of the lower classes of Whites, towards the freed people, is not friendly, at least not in town, they seem to be jealous of the freed people, especially those, that make a good living, and are able to dress their families decent, and educate their children, and express their ill feeling, by trying to make them ridiculous.  The more educated portion of the Whites, treat the freedmen with indifference, and some take
