While there is no disposition on the part of the white people to abuse and maltreat the freed men, there is no desire manifested to aid them in promoting their moral and intellectual culture. They want the freedmens labor and care only to have them fulfil the requirements of their contract.

I know of but two planters in the whole county who take any pains to teach the freed people working on their plantations.

The business transacted in this Office during the past month, has been principley that of settling claims of freedmen for labor performed last year. There are but few claims left wholly unpaid up to the present date.

I have been absent from this Office about ten days, in all, during the month. A few days were spent in Galveston to transact some business connected with my Office. The remainder of the time I spent in visiting plantations in compliance with Circular No. 1. dated Galveston Feby 2d 1867

There are no troops stationed at this place, and in my opinion none are needed to secure the rights of the freedmen
