satisfaction to both races,, The troops stationed at this Post, (their number rather) is inadequate to the Duties they have to perform, there being (74) men rank, & file, there is from one to three scouting parties out all the time, to one or the other of the countries of this District

The arms and equipment of this command is very limited they, (in the way of arms) have (18) eighteen Spencer Carbines, & these are unserviceable they are also short of saddles horses, &c, and of every article of Ord,, of C.C. & G.E. & Q.M. Stores that troops are supposed to be supplied with,,

However I think it very necessary that this company should remain here I am positive that if the troops were removed, neither Freedmen or Loyal people would get even justice in any cause let alone enjoying the right granted them by the Civil Rights Bill, and in my own opinion I am certain that the civil authorities will neither protect the freedman or give him justice unless they are compelled to do so
