During the month of September 1867, I have been engaged in collecting Contracts for the year 1867, also in settling some claims of freedpeople for wages for the year 1866.  My office hours are from 8 to 12 A.M. and from 2 to 6 P.M. I have not been absent from San Augustine during the month of September 1867.

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words will the civil authorities protect them and give them justice; &c. &c."
There are nine (9) enlisted men at this post and they are needed to protect me in performing my duties. It would not be safe for me to travel through the country without an escort.
The civil authorities cannot do their duty, even if they should be disposed to do so. They are powerless.
