There has been a middling corncrop raised in this section, the cottoncrop being an entire failure.

The freedpeople are working for portions of the crops, for one half if they find themselves and for one third, if furnished with provisions.

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

No courts have been held in this section, there being no District Clerk in San Augustine Co., Shelby Co has no Sheriff, and only a few Justices of the Peace. Judge Ector, District Judge, and a very bitter rebel, has since been removed.

The apprentice law is working well
The Vagrant las has, in no case been put into operation
The law regulating labor has given too much chance to the employers, to cheat the laborers.

It is very difficult to arrest parties in the back-woods, without cavalry, especially in Shelby Coounty, where the civil authorities are utterly worthless.
