Report such Bureau Agents and Civil Officers as have neglected their duties, or been guilty of abuse of freed people; with statement of circumstances, &c., &c.

The majority of the Civil Officers in this District are either incompetent or characterless men.  I must here except

Henry Lewis, Sheriff, and W.C. Roberts Deputy Sheriff of San Augustine Co., who are doing their duty under any circumstances.
