"Report the disposition and feeling of the white people towards the freed people as expressed by words and actions."

I can say the feeling of the whites towards the Blacks is kind and there is a large majority of the whites in my Sub District will do right by the the Blacks. we have some bad men that would mistreat the Blacks but the Blacks has nothing to do with them

EDUCATION. 
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, &c., &c."

There is no opposition to the freed people being educated. The Freed People is generally too poor to educate their Children and are not doing much in the way of advancement  I attribute their apathy to the fact that they have no home and a mooving about from place to place once every year  If they could be permanently located on homes of their own I believe they would become useful citizens and I hope the coming Convention will make some provisions for their homes
