"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, &c., &c."  

I am of the opinion that reconstruction, that will be lasting, will have to begin at the Heart of those who are now so biased, and marked in their views, and to that end of the Bureau, where practicable - be conducted in a spirit of kindness, justice-and fairness, and upon the principle to forgive some of their errors, when penulent or when they are so strongly,  predjudiced, that they do not know right from wrong, it would create a nucleus around which to assemble the feelings and interests of the people.

I would most respectfully state that when I entered upon my duties in this district, a cold sholder presented itself from a good many sides.  I find a considerable number of people who are anxious to see the Gov't restored in peaceful relations, and are willing to assist in restoring the too noneffective laws of the country, such men I think should be encouraged whatever their war principles may have been.
