Sir:
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending March 31st, 1868:

No Civil or Commercial cases have been adjudicated upon by me during the present month. I have made a few settlements, visited the school several times and made several trips into the Counties on business connected with the office. A Sub-Ass't Com'r of the Bureau R.F. and A.L. can do nothing in this quarter of the state without troops!

No money belonging to the "Refugee and Freedman's Fund" has been collected during the month of March 1868
