do so, it is now impossible to get a jury (which, by the State law, parties defendant are allowed in all cases to choose) which will decide fairly in favor of a freed man or woman: Knowing this fact, my rule has been to try all cases myself, where the parties can be got at, yet from the experience of the past few days, not many will be reached in that way, for they refuse to obey my summons to appear: Should the cases of those who fail to appear be placed in the hands of the Sheriff; nothing would come of them: A few weeks ago, a white man, resident of this County, committed an assault with intent to kill upon a freedman, and the case was referred by Bvt Lt Col Montgomery, late Sub Asst Comr, to the civil authorities and the Sheriff ordered to arrest the guilty party, yet so far no arrest has been made, although I have been credibly informed that he is still at the place where the crime was committed, and the Sheriff has been notified of that fact by myself.
