"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties, &c."

That is a suggestion that I am utterly unable to make. Our civic officers are scarce here, those who are properly officers do very will[[well]], but I am of the opinion that we have men acting who are not officers.

It appears that every man in this county wants some office and it makes but little diference to them about qualifying I think, they all would qualify for the sake of some office however small and [strikethrough]and[[/strikethrough]] then damn the government before this oath could get cold
I am of the opinion that some of BF Buttis's[[best guess at name]] orders would be very good for this country as for its being very gracious I cannot say

I am, very respectfully,
Your obedient Servant,
A. H. Cox
Sub. Assistant Commissioner.
