I would respectfully suggest that I have about one hundred and eighty Circulars and Genl [((General))] orders on my tables.  My time has been so occupied in the performance of my official duties that I could not inform myself relative to their contents.  Genl [((General))] Order No. 5 has but recently come under my observation, did not Genl order No 4 place agents of Bureau on a footing with justices of the Peace,  order no 5 would be fatal in my Sub District, and even now to suffer Rebel Justices, to try the freed people for (what they are pleased to call) misdemeanors.  It is about like passing Sentence without a hearing.  I would  beg leave most respectfully to suggest the matter be evaluated.
