Com. on whom the loyal people rely for protection of their rights I would respectfully suggest, that Gen. order No. 4 be so modified as to retain the office of S.A.C. in its original simplicity   Either party having the right to appeal to the Ast. Com. is a sufficient guarantee that no injustice can be done by denying the right of trial by jury
