"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties, &c."

As the Bureau expires 31 Dec next It is absolutely necessary that some laws be enacted governing labor contracts and some tribunal not to expensive be provided to adjudicate diferences growing out of such contracts. The courts are attended with too much expense and delay, to meet the requirements. These laws should secure the laborer his wages or part of the crop absolutely and beyond contingency, and should hold the laborer to compliance with his contract
