Frank Layng has just called me up by telephone to straighten out a matter which he fears you may not feel quite right about. He begins by saying that above all things he does not want you to think he has been discourteous. It is in reference to a quotation on springs for the Lehigh Valley cars. He says he refrained from quoting anybody until he ascertained whether or not his proposition to the R.R. Co. would be accepted by them, that immediately after receipt of their acceptance he wrote you a letter and telegraphed you to the Windsor Hotel, New York, quoting $10.50 per set complete delivered Detroit, terms, 60 days. 

This is the price he says is agreeable to the railroad, and all car-builders are to be given the same price, he to have springs for one half of the cars and the Lehigh Spring Co. to have the balance.

Frank seems to feel quite upset and wants to set matters straight. As he knew not where to reach you promptly, he assumed the expense of a telephonic message to me requesting me in turn to communicate with you.
