I have the honor to report that the Freedmen of this District are self supporting and that they have already shown a disposition to equal, if not surpass the laboring class of white men. I have visited a great portion of the Southern part of the District and found everything progressingly finely with the exception of a few men there who have not fulfilled their part of [[strikethrough]] the [[/strikethrough]] contracts as they should do; I have therefore lost no time in bringing the guilty parties to justice in compliance with Circular No 1 Head Quarters Bureau of Refugees Freedmen and Abandoned Lands State of Texas.

As soon as books can be procured I shall establish two or three schools in each county and will visit them myself taking special pains to see that they are conducted in a proper manner.
