Colonel, 
I have the honor to request that the gentlemen who wished to secure laborers for a railroad in North Carolina be urged to come at once to this place.  The proposal was very well received and at one time four hundred men could have been procured - the excitement of and interest in the thing is now dying out and there should be no delay in closing bargains for that labor.

It would put the Bureau in a false and unjust position before the colored people, should those whose expectations have been excited be utterly disappointed; they would not trust us so readily again
