He is an excellent man I think; energetic, and earnest.

The civil authorities here are making bad work with their newly gained authority. The magistrates are low kind men, care for nothing but to make money, and hence the negroes have but a poor chance for justice.  Martial law was withdrawn too soon.

I hope I shall be sustained by the powers that be in my schemes for diminishing the number of unemployed persons in Hampton and vicinity.

Something must be done — the people are crowded and large numbers helpless and there is no demand for additional labor in my District. I don't mind about the men or their families but the widows with their children are in a pitiable condition and it is that most unfortunately class that I wish first to reach, if possible.

I hope the rail-road man from North Carolina will not fail us — the people expect him and it will be bad if he should not come. It would injure the Bureau.
