Hampton June 7th 66
To. Genl Armstrong

Sir

At the time that the case of Mary White (Col'd) came up against Bonewell (white), the Officers of The Freedmens Bureau had then the authority to try such cases, from the fact that the day before that, a decision that was given in a case before myself and another justice was reversed and the prisoner released by the order of Lieut Reed. Doubting then weather my decisions would be satisfactory to the Bureau, I refered the case mentioned back to Lieut Reed.

Since that time all cases have been turned over to the Civil Authorities, and I am now ready to investigate any that may come before me.

Very Respectfully
E.J. Richardson J.P.
