Respectfully forwarded for such action as may be deemed proper. The within communication addressed to Robert H. Powers, Presiding Magistrate York Co. Va. was called forth by the great increase in crime and violence within the last fourteen days, making it absolutely necessary that immediate and decided steps be taken for the suppression of the same. Guarded in expression, though, the reply is, yet an acknowledgment is made that my representation of the present condition of affairs is correct, and that the Civil Authorities are unable to maintain order and respect for the laws. I would therefore respectfully submit, - considering the position of affairs in this County as represented in the within communications - whether it is not indispensable that there should be some controling power in this county. The exception proposed by Dr Powers relative to any difficulties which might occur between whites and Freedmen will not in my opinion better the present condition of affairs.
