Pursuant to Letter of Instructions No. 3, Current Series, from office of Asst. Com'r I have the honor to make the following report.

The personal inspection of the various sub-districts under my charge, required in said letter, has been made; the following, as the result thereof, is respectfully submitted.

County of Elizabeth City; Lieut. M.S. Reed Assistant Superintendent; office at Hampton, Va.

The business of this office is transacted in a systematic, and creditable manner; its records are full, comprising Indorsement, Letter, and Account Books, proceedings of Freedmen's Court, which is in operation, retained copies of contracts, orders and instructions complete, also an accurate account of all rents due the Bureau from the many
