To meet the second, sufficient farm land can be secured in this and Warrick Counties; — there is abundant building material upon the Wood farm, upon which many can be temporarily accommodated.
 
To meet the third moral influences must be brought to bear; [[strikethrough]] and [[/strikethrough]] payment of rents be vigorously enforced, and all duties as citizens be required; idleness prevented.

There is no likelihood of full and complete justice being given to freedmen by the civil courts in cases in which they are interested against whites. The civil courts, after a fair trial, proved an utter failure in administering justice to freedmen.

The Register of Marriages is not commenced: it is a work of great magnitude in this county, and there is no one to do it; either an increase of clerical force is necessary, or additional officers should be detailed for this duty; both have been applied for.

Circular No. 11 has been fully advertised; the people have generally adopted surnames.
