Thus from large to small matters, in crime in threats and in law malice [[strikethrough]] and in manners [[/strikethrough]] the feeling is shown.  Bvt. Maj French the Asst: Supt: is a reliable and efficient officer, and during the recent troubles has shown great energy.  His other official duties seem also to have been well performed -

If I consulted only my convictions of what is required in the interest of order and equity [[strikethrough]] the truth [[/strikethrough]] I would recommend that the same course should be pursued regarding Accomac as you have recently ordered in Elizabeth City Co. - that is, a resumption of authority by the Bureau Courts, on the ground that the freedmen do not and probably will not meet with Justice and protection from the civil authorities - the amended laws of the State, not being executed in good faith.  But as the whole matter is now, at least in form, before the Civil Authorities No one can with certainty prophesy their final action, which [[strikethrough]] still [[/strikethrough]] even yet may be better than I hope for, I therefore confine myself to recommending that the cases now instituted be carefully watched and reported upon by the local officers.
