General: 
I have attached James City County to York Co forming one sub-district under Lieut Massey. It is quite impracticable for Capt Brooks or the Asst Supt of New Kent to take charge of James City because his Hd. Qs. are at, and ought to be at the county Court House which is thirty five miles distant from Williamsburg the actual centre of Jas. City Co., where the Bureau officer must be to do his duties as Asst Supt. But Yorktown is but twelve miles from Williamsburg and thus Lieut. Massey can readily watch over the Bureau interests in that city
