Reports that during the past month the Freedmen have not received freely a proper measure of Justice from the Civil Courts.

Thinks that the Freedmen's Courts should be restored generally. Considers the Civil Courts utterly incompetent. In the county of Accomac the civil authorities are by their own confession powerless.

The freedmen have feelings of deep bitterness against the former rebels
