General:
I deem it called for to state that I promptly distributed Circular No 23 C.S. from the Assistant Commissioner and called for reports in accordance therewith; and, after some delay in forwarding, I directed letters to those who had not complied with the order.

The reports have now come in but one which delays my own; which will as soon as possible I will forward to your office.
