Makes statements in relation to the Freedmen in his Dist and the renting of the "Bates Farm" and gives as his opinion that the Farm should be simply retained on the Books of the Bureau until. at least after Feby 1st 1867._ After that time its restoration might not be objectionable

Respectfully returned to S. C. Armstrong Supt &c  Why cannot the Houses that will be vacated by these persons - that it is proposed to eject - be occupied by the dependent class herein named? 
Are Houses built on the "Bates Farm" to accommodate these dependent persons?

Respectfully returned to the Asst. Commr. The houses will no longer be under the jurisdiction of the Bureau. the lands having been restored. To tear down and remove these wretched hovels would not be worth the trouble. The Bureau has erected no tenements on the Bates farm, it's tenure having, up to the present time, been so uncertain.
