Captain.
I have the honor to represent that since making my last report on 15th inst that I have visited Norfolk and many places in your District, confining myself to particularly to such places as the negroes are most thickly settled.

I have been unable to detect any organized any intention at revolution or insurrection among the colored people and I feel safe in stating that no general disturbance of the peace is at present contemplated by the negroes of your District
