Resides in Norfolk, is Auctioneer and Commission Merchant. Is Chief Engineer of Fire Dept. Recollect the fire. Did not hear the first alarm. Was at the fire about 5 1/2 o'clock. Examined the fire and made up my mind that it was incendiary, Five (5) Fire companies were taken up. No subalterns were out. No one Warden reported to me. Asked Capt Ewell how the first originated He stated that the fire had made much headway before he got there. Examined building, saw property thrown out of the windows. Had them put together, Have no particular orders, saw that the fire was put out, Went home. Engineer could not leave without orders. Saw no Police at the fire. Met ten (10) going home, who told me when the fire was. Had an alarm at 7 seven o'clock A.M. Dismissed the Dept at first fire between 5 & 6 oclock. Sent for Steam Engine at my Head Quarters at No 22 Wide Water Street. Residence at 38 Ten Church Street. I saw benches on fire and ordered the petition to be broken. First fire occurred on the first
