I would respectfully represent, that Lieut Painter, 58th Pa. Vols. Asst. Supt. left his Post at Louisa C.H. without permission after receiving a copy of the Telegram you sent me ordering me to keep officers on duty with the Bureau, at their Posts_ I enclose a letter from the officer sent to relieve him, by which it appears that the office stationery, orders Circulars & records belong to the office have disappeared with him_ if in consonance with your judgment I would request that Lieut Painter be ordered to report why he left his post without permission_ why he did not turn over the Bureau funds in his possession_ What has been done with the records of the office, & where the office stationery can be found The habit of gutting every office of its records, practiced by [[strikethrough]] the [[/strikethrough]] some officers who have reported to me, has given me great trouble I am &c &c T.
