I have the honor to report that I know of no Freedmen in this District who are able to work and willing that Cannot find Employment at fair Compensation. There is an abundance of labor for all Employees and very few are idle. The disposition on the part of the blacks to work for short periods of time only and without contracts is the worst feature at present
