COMMISSIONER FEB 9 1866[[/stamp]] Bureau of F. R. and A. L. Salem Va. 8th Dist. Lieut H. S. Hunt Asst Supt. Reports in brief as follows: Has made fifty contracts in January, and has found but few violations of them. Majority of Freedmen are making contracts. But few idle ones. Whites object to paying for the labor done in 1865, on the grounds that the negroes did not work well, and that by mil. regulations they were forced to support numbers of idle negroes. The former owners or relatives are in most cases willing to support the poor. No schools have been established but steps are being taken to establish two.
