Woodward 2d Lt & Asst Supt Reports in brief as follows: The Freedmen generally evince a disposition to make contracts and the majority of the whites show a desire to make with them fair and equitable contracts The Freedmens Court has been doing a great deal of business but as the public become better acquainted with its decisions — as many complaints are not made as formerly. The decisions are faithfully abided by. There is a feeling among some of the whites against the Bureau but it manifests itself as nothing but sulkiness. Says that an objection to using the printed form of contracts deters many from making them.
