this determination places me in a predicament. The County Court has not yet made any provision for the repair of the jail at this place nor for the support of the poor of the County.

There seems to be a disposition in the interior of he County upon the part of the whites to take Freedmens affairs into their Own hands.

Immediately after the withdrawal of the troops from Fluvanna Co - & on last Court day several incendiary speeches were made at Fluvanna C.H. and the notices of the ast. assesor of Internal Revenue posted in this town were torn down repeatedly.

I cannot honestly say that the condition of affairs is Encouraging in this county - Now that the slaves are free, the whites unaccustomed to labor for themselves, have given up in despair, and are making no Exertion whatever to better their condition.
