Petersburg Va April 26th 1866

O.O. Howard
Major General, Commissioner
Bureau R. F & A.L.
Washington DC

General
Under the circumstances, I hope you will pardon me for bringing to your notice a flagrant injustice done me by the former Asst. Supt. City of Petersburg. I am Sir a poor boy and compelled to labor for a livelihood for my wife and children. I discharged my duty to Capt Toby honestly and conscientiously and there is now $80 due me as shown by the rolls in the office here of Capt Stewart Barns not a cent of which I can obtain. I have importuned both Capt Barns and Col Brown with but little satisfaction and unless your generosity towards me is exercised I fear I must lose it and with a large family dependent on me I can very ill afford to lose the worth of my services to them for two months.

I was assured by Capt Toby the day before he left that this obligation would be discharged by Capt Barns. But he left and no one seems willing to do me justice.

I would then sir appeal to you in behalf of those loved ones dear to the true soldiers heart. That they may not be compelled to suffer on account of those who would wrong me and that if compatible with your sense of right and justice you will at once order my account paid

Trusting my appeal may meet your consideration

I am General
Very Respectfully
Your Obt Servant
Leonard H Carter
