The case of Mr. Carter and others, who were employed by Capt Toby in disobedience of positive orders from me, has been forwarded to Genl Howard recommending that they be paid, but was returned with endorsement "that as they were employed without
any authority therefore, they could not be paid."

Mr. Carter worked in good faith, is poor and deserving and I think should not suffer from the acts of Capt Toby.
