and that he has lost several days while endeavoring to hunt Baldwin for his money and that the last time he saw Baldwin he (Baldwin) told him he could not pay him and did not know when he would and that there was no use of coming any more,

And when told by the Freedman that he would come to my office Baldwin told him it would be of no use for him to do so that I could not help him "it would be of no use for him to do so that I could not help him",

Baldwin is generaly known throughout this county as a man who will pay for nothing that he can in any way avoid -

I trust some action will be taken at Hd Qtrs in this matter  there are several similar cases, and if Baldwin is not compelled to pay this man, others will take similar advantage of the Freedmen -
