In answer to the endorsement on the enclosed papers, dated Hd. Qurs. Asst. Com, State of Va. Richmond Va. Nov. 12th 1866, I have the honor to state, that the offences charged against Mr Cofer, as far as I have been able to ascertain, were those of Horse Stealing. 
In the absence of Mr Cofer I applied to his former counsel Mr Taylor, who has furnished all the facts at his command, and cannot remember ever having seen a copy of the charges, causing the arrest and imprisonment of the said Chester B Cofer. 
In an interview with Robert T Preston Esq. he informed me that Mr Cofer was arrested by John Seidenstricker, Enrolling Officer at this Post—
