Captain - I have the honor to make the following report in reference to the enclosed case. Mr Chester B Cofer, as stated in his communication, called on me in recovering the House referred to from Mr. Taylor. At that time he did not put in the plea of loyalty to the United States, but rather led me to infer, that his sympathies were with the South; and his only reason for not aiding the Confederacy, was on account of his being a Preacher of the Gospel. I read to him General Grant's Order (not at his request as he states) but simply to find out the true bearing of the man, it was then he made the statement (not myself) "that the order was not applicable in his case"- and further, I did not make the remark, "that the case was new and complex, and that I was incompetent for it adjudications."
