Respectfully returned with Report that the within mentioned Indenture was cancelled by me Dec. 1st 1866 for the following reasons
It contained no provision for feeding lodging or clothing the children. It did not stipulate that they should receive any education or even that they should be well treated.

I was satisfied from my own observation & from the statements of the children and others that their treatment by Mr Cundiff was unnecessarily harsh. He having threatened (when the boy came to me to complain of improper treatment of which his appearance was sufficient evidence) in my presence to

whip him severely for making a complaint to me.

I have seen the boy several times and have never seen him with sufficient clothing to prevent his suffering from cold.

I have placed the children with Mr Headley who is a humane & honorable man and who I am satisfied will treat them properly, and see that they receive the education called for by the Bureau regulations.
